CMS Clarifies OTC and Prescription Hearing Benefits: What Hearing-Aid Suppliers Should Know

Consumers researching hearing aids may encounter different benefit rules depending on whether a device is categorized as over-the-counter (OTC) or prescription. In a September 2026 update document, the Centers for Medicare & Medicaid Services (CMS) lists an October 1 launch for a Medicare Plan Finder change intended to clarify the distinction between prescription and OTC hearing-aid benefits.

What changed in Medicare Plan Finder

CMS’s “Medicare Plan Finder 2026 Updates” document says the hearing-aid coverage clarification is designed to help users distinguish prescription from OTC benefits. The same document presents plan-level examples where one category may be shown as covered while the other is not covered within the same year. The practical point is that benefit details can differ by plan and product category.

This update should not be read as a new nationwide hearing-aid benefit. Medicare.gov states that Original Medicare does not cover hearing aids, while some Medicare Advantage plans offer extra hearing benefits. People need to check the terms of the specific plan they are considering.

Why OTC and prescription categories must stay clear

OTC and prescription hearing aids serve different regulatory pathways and purchasing contexts in the United States. The FDA describes OTC hearing aids as intended for adults 18 and older who perceive mild to moderate hearing loss and who can select and adjust the device themselves. Prescription hearing aids are a separate category, available through licensed hearing-care professionals and appropriate for a broader range of needs.

For suppliers, unclear category language can create confusion at the point where shoppers compare a product with a plan benefit. A consumer may see “hearing benefit” and assume that any hearing aid qualifies. That assumption may be wrong. Product type, plan language, provider networks, benefit limits, and the consumer’s own eligibility all matter.

Practical implications for suppliers and distributors

Verify benefit eligibility at the plan level

Before describing an OTC product as eligible for a plan benefit, obtain current plan documentation that names the eligible product category and any model, vendor, provider, location, or timing requirements. Do not infer OTC eligibility from a general reference to “hearing aids.”

Make product category and consumer information easy to confirm

Keep product pages, package information, dealer materials, and customer-service scripts consistent about the product’s category and intended users. Make it straightforward for a retailer or consumer to distinguish an OTC hearing aid from a prescription device without suggesting that the two have interchangeable coverage rules.

Prepare channel support without promising reimbursement

For a benefit-linked channel, map who confirms eligibility, explains plan terms, handles fitting or self-fitting support, manages returns, and answers questions about costs. These are operational questions for a supplier and its channel partners—not a statement that CMS requires any particular service model.

Keep consumer-facing price language precise. An allowance, copayment, or benefit amount is not necessarily the final price for every product or member. Avoid “covered,” “free,” or “$0” claims unless the applicable plan documents support that exact statement for the product, location, and customer.

A clearer search result is not a coverage guarantee

The CMS update is a useful signal that category clarity matters when consumers compare hearing benefits. It does not establish universal coverage for OTC devices, guarantee a particular reimbursement, or replace the plan’s Evidence of Coverage and Summary of Benefits. Suppliers should verify current plan terms and obtain qualified regulatory review before using Medicare-related claims in product marketing.

For OTC manufacturers and distributors, the opportunity is to make product information accurate and easy to navigate—while allowing the plan documents to determine eligibility. Clear categories help partners set realistic expectations and give shoppers a better starting point for asking the right questions.
