OTC Hearing Aid Packaging: Five Labeling Areas Manufacturers Should Get Right

For an over-the-counter (OTC) hearing aid, packaging is part of the information consumers use before purchase—not just a final graphic-design step. In the United States, federal requirements specify information that must appear on the outside package, alongside separate instructions for the user brochure, device labeling and technical specifications.

For brands, distributors and OEM/ODM teams, the practical lesson is to define the intended market and product configuration early, then review packaging artwork against the requirements that apply to that exact device. The overview below is a planning aid, not legal advice or a substitute for a qualified regulatory review.

Start with the market and exact product configuration

OTC hearing-aid requirements are specific to the U.S. regulatory category. Before artwork begins, partners should confirm the product’s intended use, whether it is an OTC hearing aid under the applicable rule, the sales market, included accessories, power source, and any phone or other control platform the user needs. Do not reuse a package file from another model or market without checking those details.

Five outer-package areas to plan and review

1. Warnings and other important information

The outside package must include specified warnings and information, including the warning against use by people younger than 18, symptoms associated with perceived mild-to-moderate hearing loss, advice about professional services, “red flag” conditions, manufacturer contact information, and the manufacturer’s return policy. The precise content should be checked against the current regulation and the product’s final intended use.

2. New, used or rebuilt status

If the OTC hearing aid is used or rebuilt, the outside package must declare that status. This is a product-condition statement, so it should be controlled with the correct model and packaging revision rather than left to an informal artwork check.

3. OTC identity on the principal display panel

The principal display panel must identify the product as “OTC” and a “hearing aid” with the prominence specified by the regulation. Check the final front-facing panel—not only a side panel or insert—and review the wording and visual hierarchy in the complete package context.

4. Battery details

The outside package must indicate the battery type and number, and whether batteries are included. Confirm that these statements match the production configuration, accessories and bill of materials. If a model has variants, each package version should correspond to the correct one.

5. Required control platform

If using the OTC hearing aid requires a mobile device or another control platform that is not included, the outside package must indicate that requirement, including the platform type and how it connects to the device. Product, app, operating-system and package information should be kept consistent so buyers are not left to discover a basic compatibility requirement after opening the box.

Keep the package, device and user instructions aligned

The five areas above are not the full labeling package. The regulation also addresses the user instructional brochure, electronic availability of that brochure, information on the device itself, and technical specifications. Teams should maintain a controlled labeling set that connects outer packaging, instructions, product configuration and any applicable software labeling.

For example, a packaging review can confirm that the stated battery and control-platform details match the instruction brochure and the supplied hardware. A separate regulatory check should confirm that all required warnings, technical specifications, illustrations and instructions are present in the required location and sequence for the applicable product.

Build a review process before artwork release

  • Identify the target market and applicable regulatory category for each SKU.
  • Map every statement to the product configuration and a responsible reviewer.
  • Review the principal display panel, side panels, inserts and digital instructions as one controlled set.
  • Check battery, accessory and phone/control-platform statements against the production bill of materials and compatibility requirements.
  • Record artwork version, language, approval and change history before release.
  • Have qualified regulatory counsel or an experienced regulatory professional confirm the final labeling against current requirements.

Clear labeling planning helps teams coordinate product, packaging and user information before production artwork is locked. It does not itself establish regulatory compliance; each device and market requires its own review.
