FDA QMSR in 2026: What Hearing-Aid OEM/ODM Partners Should Review

による Tomore Hearing 22 Oct 2026 0 コメント

The U.S. Food and Drug Administration’s Quality Management System Regulation (QMSR) became effective on February 2, 2026. For hearing-aid brands and OEM/ODM partners, the change is a timely reason to review how quality responsibilities, supplier records and product changes are handled across a project.

This article is a practical overview, not legal or regulatory advice. The requirements that apply depend on the product, market and each organization’s role. A qualified regulatory professional should review a company’s specific obligations.

What changed on February 2, 2026

FDA’s QMSR amends the device current good manufacturing practice requirements in 21 CFR Part 820 and incorporates by reference ISO 13485:2016, the quality-management-system standard for medical devices. FDA states that the regulation applies to finished-device manufacturers that intend to commercially distribute medical devices.

FDA also began using an updated inspection process aligned with QMSR on its effective date. The agency’s QMSR FAQ states that, during inspections, it may review records that are part of a manufacturer’s quality management system, including management review, quality audit and supplier audit reports.

Start by clarifying who is the finished-device manufacturer

OEM/ODM programs can divide design, production, labeling, release and market responsibilities in different ways. Do not assume that a contract manufacturer and a brand owner have identical roles—or that every supplier is automatically the finished-device manufacturer for regulatory purposes.

At the start of a project, partners should document the intended markets, product configuration and allocation of responsibilities. The quality agreement and other controlled project documents should be consistent with the actual operating model and applicable regulations.

Practical areas for partners to align

Map responsibilities to the product and market

Confirm which organization controls design decisions, approved specifications, labeling, production release, complaint handling and regulatory submissions or listings, where applicable. Keep the responsibility map specific to the product and sales market rather than relying on a generic template.

Keep supplier and change records organized

Define how suppliers are evaluated, how relevant records are maintained, and how changes to materials, components, software, manufacturing locations or processes are communicated and assessed. These are practical partner-management steps; the exact procedures and records should be determined by the applicable quality system and regulatory obligations.

Prepare for questions about quality records

FDA’s FAQ says investigators may review management-review, quality-audit and supplier-audit reports under QMSR. Organizations should know where applicable records are maintained, who is responsible for them and how they connect to the product and quality system. Do not treat a marketing statement, a certificate, or a single audit as a substitute for the quality records and processes that apply to the finished device.

Questions to discuss before a project begins

  • Which organization is responsible for the finished device in each target market?
  • How are product specifications, labeling and revisions approved and controlled?
  • How are supplier selection, oversight and relevant audit records handled?
  • How are design, component, software and process changes reviewed and communicated?
  • Who maintains which quality records, and how are they made available when required?
  • Which regulatory specialist will confirm the obligations for the product and market?

A practical, role-based approach

QMSR is now effective, and FDA’s published materials make role clarity and accessible quality records important topics for medical-device manufacturers. For a hearing-aid program, brand owners and OEM/ODM partners can use this moment to review their responsibilities, document controls and supplier communication together.

Because regulatory roles vary by project, confirm the applicable requirements with qualified counsel or regulatory professionals before making compliance claims or finalizing a quality agreement.
